Consider approval of the Olympic Drive Non-Motorized Improvements project Professional Services Agreement Amendment No. 1 and budget amendment for proposed construction.
Background:
In January 2013, WSDOT awarded the City a State Ped/Bike Safety Program grant in the amount of $764,000, ($120 Design & $644 Construction) for the Olympic Drive Non-Motorized Improvements project. After presentation of design options, the projected total cost for the project was $1,068,400, and City Council approved an additional $304,400.00 for design and construction and also approved a design agreement with MIG/SvR Design Company in the amount of $299,145.00 and at their 9/23/14 meeting.
The City-preferred design concept for a dedicated left-turn bike lane from Olympic to Winslow Way was not approved by FHWA. The Non-Motorized Transportation Advisory Committee (NMTAC) has recommended that City Council not proceed with the project until pursuing other options for including the left-turn bike lane – the most significant feature of the project for the biking community.
MIG/SvR has completed preliminary design and a revised construction estimate to expand the road to the east, so that room in the center of the road can be provided for left-turning bikes, as well as the standard right-hand bike lane. The Consultant, City Staff, and WSDOT are continuing to pursue the approval of the original design of a center green lane for the left-turning bikes, but a striped center median may be an interim solution, if FHWA cannot approve the green lane.
If City Council agrees to move forward with this proposed redesign, an additional $109,215.50 will be needed to complete the design revisions. See attached Amendment No. 1 for more details. The revised estimated construction cost for this redesigned project will require an additional amount of $243,844.50 for construction. See attached Summary of Probable Construction Cost for more details.
The redesigned project projected total cost including design and construction is $1,521,460. This will require a budget amendment in the amount of $353,060 from the General Fund. The water utility already has approved budget to pay $100,000 for the water line construction.

I move that the City Council approve Amendment No. 1 to the Professional Services Agreement with MIG/SvR Design Company for the Olympic Drive Non-Motorized Improvements project in the amount of $109,215.50 changing the design concept and approve a budget amendment of $353,060 from the General Fund for proposed design and construction; thereby increasing the spending authority for this project. |
