The McDonald Creek Culvert project is located at the Eagle Harbor Drive and McDonald Creek intersection. The project provides for repair of the existing deteriorated concrete culvert.
The existing Eagle Harbor Drive crossing consists of a 24-inch diameter concrete culvert, approximately 180' long and 24' deep. In the City's 2016 Island-Wide Deep Culvert Assessment Report, the McDonald Creek culvert was identified as needing to be replaced. Large longitudinal cracking along the top of the culvert and sections of misaligned pipe contributed to its "critical" overall rating. The fish habitat in McDonald Creek at this location is rated low with no fish species mapped.
This project consists of replacing the existing culvert with one of the same diameter and location, preferably by trench-less construction techniques. The selected design team will produce contract plans, specifications, and estimates (PS&E) prepared in accordance with current state and city standards; as well as provide permit, bidding, and construction support services.
Requests for Qualifications were solicited through the local newspapers in January/February of this year. City staff reviewed the consultants' qualifications and selected Reid Middleton, Inc., as the most qualified consultant to design the project in the amount of $174,374.00.
