DESCRIPTION/BACKGROUND

In February, 2017, the Public Art Committee (PAC), a subcommittee of the Arts and Humanities Bainbridge (AHB) Board, presented the City Council with a proposal for a new public art project titled "Something New." The project involves installation of several permanent plinths in the downtown Winslow area to be used to display artwork from various artists on a one-year rotation. 

 

The City Council approved $500 of funding from the City's Public Art Fund for PAC and AHB to use to conduct community engagement to solicit feedback on the proposed project and to move forward to develop full concept design for the project. 

 

The results of the community engagement are described in the attached presentation. The presentation also includes a proposed budget and timeline for a one-year initial term (2018). The cost for the project is estimated to be $26,000, to be paid from the City's Public Art Fund.  Annual expenses in future years would be roughly $12,000 per year. 

 

Project management for the construction and installation of the plinths would be the responsibility of Public Works staff, at no cost to the Public Art Fund. The selection of artists, placement of artwork, and annual rotation of new pieces would be the responsibility of AHB, with assistance from PAC.

 

If this project is approved, the Public Art Fund balance at year-end 2018 is expected to be roughly $43,000, as shown in the attached estimate. 

 

Public Works has reviewed the proposed sites for feasibility and pedestrian issues. That assessment is also attached.



RECOMMENDED ACTION/MOTION

I move that the City Council forward for approval to the October 10, 2017, Council Business Meeting the proposed public art project "Something New," with a budget of $26,000 to be paid from the Public Art Fund.
