| | | | | | | | DESCRIPTION/BACKGROUND | Since the award of a WSDOT State Pedestrian and Bicycle Safety Grant in 2013, the proposed Olympic Drive Phase 1 Non-Motorized Improvements have been undergoing planning, design, and permitting. During this time, the project scope and budget have been amended several times - most recently in June of 2017 to include undergrounding of electrical service to preserve trees.
The full proposed improvements to Olympic Drive include:
- Widen the existing right-of-way by 30 feet, which will require the removal of trees, underbrush, and invasive plants.
- Pedestrian improvements on the east and west side of Olympic Drive.
- Pedestrian improvements at Harbor View meeting ADA compliance.
- Stormwater quality treatment infrastructure.
- Two retaining walls (along the west side expansion and at the corner of the police station).
- East, west, and center left turn lanes for bicycle facilities.
- Replacement of a substandard water main in Olympic Drive and Harbor View.
- Installation of new fire service for Olympic Drive.
- Pedestrian lighting, extension of Waypoint Park gateway south, landscaping, and wayfinding embellishment into the downtown corridor.
- Retention of large standing trees:
- Four large fir trees and two alders close to the proposed retaining wall on the west side of the road will be preserved. A total of 14 other trees (maples and alders) will be removed on this side of the street.
- Undergrounding power within project.
Construction Budget:
The remaining budget available for construction after design was approximately $1.2M, but when the City advertised for construction bids in 2017 the low bid was over $1.8M. Since that time, the City was successful in receiving an additional $1.278M in grants. Since one of these additional grants is for federal funding, there are additional project steps and procedures required, which will delay readvertising the project for a few months.
