DESCRIPTION/BACKGROUND

The City Council was scheduled to review and discuss the Governance Manual. The attached version was adopted by resolution in 2015. The highlighted text indicates sections for Council discussion, as well as language that needs to be updated in the next version.

Proposed changes were submitted, but were not received in time for legal or City Manager to review before submittal into the agenda packet. Therefore, it is recommended that this item be scheduled for a future agenda to give adequate time for an appropriate legal and management review. In addition, the substantial amount of proposed changes will take both Council and staff time, which was neither planned for nor anticipated.

Also attached in two separate documents are comments received from Councilmember Peltier and Councilmember Tirman.
