DESCRIPTION/BACKGROUND

In 2017, the City Council created an Infrastructure Ballot Measure Task Force for the purpose of developing and delivering to the City Council the best recommendation possible for an infrastructure ballot measure, which means a ballot measure that includes funding for both island-wide non-motorized improvements and some version of a Town Square project. The Task Force was given addition guidance, including:

  • Recommendation will include around $15M for non-motorized improvements;
  • Recommendation will include a preferred method to fund the combined project;
  • Main duties are to develop and recommend
  • one or more preferred alternatives for the Town Square Project with cost estimates, and
  • one or more preferred alternatives for an Infrastructure Ballot Measure that includes funding for both NMT improvements provided by the MMTAC and the Town Square Project.

The Task Force has created three subcommittees (Finance, Town Square, & Non-motorized) to allow for more focused analysis. Subcommittees have met multiple times and the full Task Force has met four times. The Task Force has asked to have the 2007 Winslow Core Parking Study updated with new financial information, which will result in some delay in completion of the tasks.

Subcommittee chairs will be in attendance at the February 27th Council meeting to provide an update on Task Force progress.
