DESCRIPTION/BACKGROUND

On May 9, 2017, the City Council adopted Ordinance No. 2017-13, establishing a Climate Change Advisory Committee for the City consisting of seven members. 

 

On June 20, 2017, the Mayor nominated nine candidates to be appointed to the committee and the City Council approved their appointments and authorized the Mayor and Deputy Mayor to determine the position and initial term of each appointee. 

 

BIMC 2.37.010.D states that members to the Climate Change Advisory Committee "shall be appointed to a position number, and the terms are to be staggered, with no more than three positions expiring in any given year."

 

Currently, the terms of four positions appear to expire on June 30, 2020. If the City Council takes the recommended action proposed by this agenda bill, the current members of the Climate Change Advisory Committee will be removed and then reappointed to specific position numbers on the committee with appropriately staggered terms. A new member, Angela Adams, will also be appointed to a specific position with an appropriately staggered term. For reference, attached is Ms. Adam's Citizen Advisory Group Application.

 

Ordinance 2018-06, if enacted, will formally increase the size of the committee from seven to nine members and, if approved as part of the March 13, 2018, consent agenda, will be effective five days after its passage, approval, and publication as required by law. For this reason, the City Council actions proposed by this agenda bill are recommended to have an effective date corresponding with the effective date of Ordinance 2018-06. 

 

 



RECOMMENDED ACTION/MOTION

Step 1: I move that the City Council forward to the March 13, 2018, consent agenda, the removal, pursuant to BIMC 2.37.020, of all members of the Climate Change Advisory Committee, with the removal to have the same effective date as Ordinance 2018-06, increasing the size of the Climate Change Advisory Committee from seven to nine members. 

Step 2: Mayor Medina moves to forward to the March 13, 2018, consent agenda, the City Council's confirmation of his appointment to the Climate Change Advisory Committee of nine members to the following positions and associated terms, with the confirmation to have the same effective date as Ordinance 2018-06, increasing the size of the Climate Change Advisory Committee from seven to nine members:

Position 1: Angela Adams, whose term will expire on June 30, 2018

Position 2: Lara Hansen, whose term will expire on June 30, 2020

Position 3: Derik Broekhoff, whose term will expire on June 30, 2018

Position 4: Gary Lagerloef, whose term will expire on June 30, 2018

Position 5: James Rufo-Hill, whose term will expire on June 30, 2019

Position 6Jane Rein, whose term will expire on June 30, 2019

Position 7: Deborah Rudnick, whose term will expire on June 30, 2019

Position 8: David McCaughey, whose term will expire on June 30, 2020

Position 9: Nora Ferm Nickum, whose term will expire on June 30, 2020
