DESCRIPTION/BACKGROUND

As a result of the recent resignation of Councilmember Michael Scott, the City Council is required to fill the position, by appointment, until the next general election. The process for filling vacancies in an Optional Code City is established in RCW 42.12.070. When one position is vacant, the remaining members of the governing body shall appoint a qualified person to fill the vacant position.

 

If the Council fails to appoint a qualified person to fill a vacancy within ninety (90) days of the occurrence of the vacancy, the authority of the Council to fill the vacancy will cease and the Kitsap County Board of Commissioners shall appoint a qualified person to fill the vacancy.
 

Councilmember Scott's term was scheduled to end on December 31, 2019.  The individual appointed will serve until a qualified person is elected at the next election (November 2019) at which a member of the governing body normally would be elected.

 

Application materials submitted by the deadline will be posted on the City website for public review and the interview process will be conducted in open, public session, including video recording for Comcast Cable Channel 12 and the City website. No more than five (5) candidates should be interviewed for the vacant position, if possible. The Council may wish to consider appointing an ad hoc committee to screen applicants if more than five applications are received.

 

Although the interview process and Council decision on the appointment must occur in an open, public session, the Council may convene an executive session for the purpose of discussing qualifications of the applicants for the position. In addition to the interview questions, it is recommended that each candidate being interviewed be provided with an opportunity to make public comments regarding his/her qualifications. Comments could be limited to 3 – 5 minutes each.

I move the to approve the proposed process for filling vacant Council Position #4.
