The City will soon complete construction of a new City Dock at Waterfront Park. The new City Dock will include an uncovered, grated float attached to the main dock, on which the City wishes to host a small boat rental concession as well as the City-owned police boats.
On February 12, 2018, the City issued a request for proposals for a small boat rental concessionaire to provide the small boat rental concession, and applicants were directed to submit their proposals electronically not later than 4:00 PM PST on Friday, March 2, 2018.
On Monday, March 5, 2018, the City reviewed the submitted proposals and selected Exotic Aquatics Scuba & Kayaking as having submitted the proposal that will best serve the interests of the public, pursuant to the selection criteria outlined in the request for proposals.
The City Attorney's Office is currently preparing a draft Concession Agreement to be executed between the City and Exotic Aquatics.
The City Manager is seeking a delegation of authority from the City Council regarding this matter because it involves a lease of City property. At an upcoming Council meeting, City Staff will introduce for the Council's consideration a proposal to formally grant the City Manager the authority to, in limited circumstances such as these, enter into certain leases on behalf of the City without City Council approval, similar to the City Manager's authority regarding other types of contracts (up to certain dollar amounts).
