DESCRIPTION/BACKGROUND

The first segment of the Sound to Olympics (STO) Trail project (Phases 2 and 4) is a separated shared-use path along the east side of SR305, between Winslow Way and High School Road, which was completed this year.

Phase 3 of the STO Trail project is a proposed bridge crossing over SR305 (near John Nelson Lane) connecting the STO Trail to Knechtel Way, allowing for safe and unimpeded non-motorized access to the trail and to neighborhoods west of the highway and the downtown core.

The City Council approved a contract with Otak Inc. in May 2017 for bridge design work and authorized proceeding through the 30% design phase at its August 22, 2017, meeting. Subsequent to that decision, the Council has reconsidered moving forward with the project.

At the April 3, 2018, City Council meeting, the Council was briefed and discussed the history and future vision for the STO Trail.

Federal grant funding is approved for $2M in 2019 for construction of the bridge. The total estimated project cost (design and construction) is approximately $3M, with the City responsible for the balance of required funding.

RECOMMENDED ACTION/MOTION

I move to authorize proceeding with the design for Phase 3 of the Sound to Olympics Trail project.
