To assist in preparation of the preliminary budget, staff has prepared an initial version of the City's 2019-20 Community Services expenditures for review and discussion by the City Council. The proposed funding represents the continuation of current (2018) activities at current expenditure levels.

Community Services expenditures include four categories of activity:

• Health, Housing, & Human Services/Affordable Housing
• Cultural Element Implementation
• Public Art Program
• Community & Economic Development

Spending levels in this preliminary 2019-20 draft reflect the following approach:

• Health, Housing & Human Service
  • Community Funding: amount same as 2017-18 cycle
  • Facilitation: amount consistent with cost for 2017-18 grant cycle
  • Housing Trust Fund: annual amount same as 2018 budget
  • IMHP Management: HRB property management services to support two City-owned shares in the mobile home park 
  • IMHP Rent Default: authorization for as-needed payments in the event of rent default by tenants

• Cultural Element Implementation

• Community Funding: amount same as 2018-19 cycle

• Facilitation: amount consistent with cost for 2018-19 grant cycle

• Public Art Program
  • "Something New" project - approved in 2017
  • Annual conservation/repairs - amount same as 2018 budget

• Community & Economic Development        

• KEDA: amount same as 2018 budget
• Transfer to BIDA: same as 2018 budget
• Economic Development: same as 2018 budget
• Neighborhood Matching Grant: same as 2018 budget
