DESCRIPTION/BACKGROUND

Under the proposed interlocal agreement with Kitsap County, Kitsap County would conduct the review, processing, and coordination required to ensure that the City of Bainbridge Island addressing is in alignment with Federal Census 2020 regulations and Kitsap 911 digital and GIS addressing requirements. 

As a component of the regular Federal Census, the U.S. Census Bureau coordinates with local jurisdictions in relation to the validation and GIS geolocation of each City or County’s address list in accordance with the Census Bureau’s training, protocols, and security requirements. Within Kitsap County, all addressing functions, software, and recordkeeping are managed by the County, with input and minor changes as requested by other municipalities located within the County. This arrangement ensures coordination among all jurisdictions and ensures compliance with state and federal regulations in relation to addressing and emergency response requirements.

In previous Census task work, Kitsap County has offered to coordinate the Local Update for Census Addressing (LUCA) operations and validate the process on behalf of each municipality with an intergovernmental contract for the cost of County staff to conduct the work on behalf of each municipality and in the effort of mutual benefit, efficiency, and economy of scale. The attached agreement with Kitsap County is to conduct these services at an hourly rate of $ 93.25 per hour for an estimated 70-110 hours. The maximum contract would not exceed $11,000.

The value of the interlocal agreement with Kitsap County lies in that the municipalities would expend at least twice as much in in-house resources, staff time, and training to conduct the same work. Kitsap County's staff already possess the software, the training, the resources, the expertise, and the ability to satisfy the LUCA addressing work and ensure that the addresses within the municipality are in compliance with Federal, State, and Emergency Management requirements.
