| | | | | | | | DESCRIPTION/BACKGROUND | The City Council is asked to discuss the Infrastructure Ballot Measure Task Force Recommendations and provide direction to the City Manager. The IBMTF has recommended:
- City Council should proceed to place a funding measure for transportation safety improvements on the November 2018 ballot;
- The ballot measure should raise $15 million in incremental funding over a seven-year period;
- Bond proceeds from the ballot measure should be utilized with 50% of funding devoted to shoulder improvements, 20% devoted to safe routes to school projects, 15% devoted to pedestrian improvements in the Winslow core, 5% devoted to the City match for grants to fund expansion of the Sound to Olympics trail, and 10% devoted to opportunity projects that may arise during the seven-year period.

The deadline to notify Kitsap County to place a proposition on the November 2018 Election is August 7, 2018. The notification must be done by adopting a resolution. Immediately following City Council direction to draft a resolution, City staff will need to work with the City's financial advisor and bond counsel. As such, Council action is required soon so a resolution can be considered at the June 19th Study Session with possible action on July 10 or July 24.
